Children outside of lees ought to be winged.

              6L的lees和winged都用得很奇怪。lee很少单用,一般是lee of sth。wing是快速赶到,作被动式很奇怪。

'winged' is an adjective that just means 'moving fast'...
as for its etymology, maybe in the past people thought things with wings moved fast so they created the adjective form of 'wing', that is 'winged'....only my guess

well, being the pedant that i am, i must say that "to be + status of being" doesn't sit very well with "ought to". "ought to" (as opposed to "ought to have") conveys a meaning of propriety or expectation regarding future events, so to follow that with a statement of present being is a bit odd.
however, i am indeed concerning myself with unimportant details, so please excuse my pettiness..
