Okay...I did some research...
It turns out this is actually a black negligee (or négligée, French: négligé, literally meaning "neglected") with a tie back.
But that's the closest I can get you. Nowhere can I find any negligee dresses that bear any resemblance to this one.
It's highly likely that the dress was customized by the costumer Eric Daman for that specific episode.
