For this motion, I have something to say. There are two things should be emphasized. First is the medical procedure, second is racial appearance.
As for the first item, I would explain in this way. Medical procedure means a procedure employed by medical or dental practitioners. That means someone would do some surgeries on a certain person to change the appearance.
Second, racial appearance means a man's appearance base on this race.

I would show my points of the pro-side. First and foremost, even though some people like MJ tries to change the black skin to white skin, it's hard to change from head to feet, the body structure is a thing that a man could never change.
Second, some people look down upon their race, so they would change their appearance at any cost. This would cause a bias of all races. Each race is equal, there's no disadvantage,each of them is unique. If we ban this motion, there'll be fewer racists.
Third, medical procedure may raise the trend of cosmetic surgery. Because people are always wanting to be beautiful. They are not satisfied with their appearance. If there is one example, other people will follow.

如果是考虑intend，我觉得侧重点、出发点不应当着重在整成什么样的人种好看，而应当focus on在整成什么样的人种不受歧视。举个不恰当的例子：如果中国人种是最尊贵的人种，受白人、黑人、红人各种人尊敬，他们想要整成中国人的样子，只是为了得到尊敬，而不是因为中国人长得漂亮，这样就应该可以解决前面有同学提到的intention考虑不足的情况
