　　Firstly the most recent data used in the document the article cites is from 2010, so I don't see how they can claim 2012 data.
　　Secondly, Canada is indeed the country that has the most highest percentage of people in the 25-34 and 55-64 age brackets that have completed tertiary education… If you don't count Russia. Page 13, fig. 1.2.
