The drug has been a serious problem for the whole world. Harm of drugs to people is very large, will make people low-spirited, even insane, adults will break up families, family, youth grades will decline, and the drug will cause great adverse effects on the human body, can make infected with various diseases. So we have to do is stay away from drugs, for those who are addicted to drugs, they must stop using drug. Most Chinese believe, the best way to reduce the number of people who use drugs is build more drug rehabilitation center or Increase the intensity of publicity and education about how bad about drugs. However, these measures have been implemented for many years, but the effect is not obvious, and the number of Chinese drug users in some countries is even increasing. Now, some people believe the best way to do is make drugs legalized.
There are tow types of grugs: soft drug and hard drug, hard drug will hurt people a lot, but the harm of some soft drugs even less than cigarettes, it is no reason to prohibit them. Like marijuana, the addiction rate of marijuana is only 9%, but the tobacco, alcohol, heroin is 32%, 27%, 23%. And this is way in many western countries, always have people to calling for the legalization of marijuana.They believe that in a society which beer, wisky, wine and tobacco are legal, there is no reason to ban marijuana such recreational drugs, they think the subjective feeling of taking marijuana are similar to drink, it is the choice of individual adults. And in the same place, to use of cocaine and heroin, there must be a lot of people who are worried about addiction and physical harm and refuse to try.
And, a small number of western countries to implement legal marijuana, is to strictly prohibit “hard drug”.In the last few decades, a handful of western countries have been make marijuana “decriminalization”. Holland is one of the earliest countries, since the seventies of the 20th century, the Netherlands take the lenient policy on marijuana, the government of the Netherlands allows cafe shop which hold license to selling small doses of marijuana to adults, the locals can smoking marijuana in the cafe shop or private residence. The United States is also legalizing marijuana, it has been work in Washington state, Colorado, California.
But we must see: the United States and Holland and other countries are certainly not encourage or support legal drugs, its main purpose is Isolated of marijuana from illegal channels, thereby reducing the chance of people to contact hard drugs. It is worth noting that the proportion of addiction of Holland’s hard drug is 3/5 of European union’s average level. The number of people infected with HIV because of the proportion is only 10%, lower than the EU’s average: 40%.
So it is do have reason why some country legalized drugs. Drugs sold by the state supervision, 1: revenue increases, 2: Government can regulate better than drug users don’t show up openly. 3: can effectively avoid the security problem caused by drug traffickers.
Drug legalization, does not mean that the promotion of drug use, even does not mean to close drug rehabilitation center.
The crackdown is still indispensable, but the government complete monopoly is better than pretend there is no drug users in China.
