SABER分为两部分：
Certificate of conformity for regulateedproducets（产品证书），简称PC，一年有效期
Shipment Conformity certificate for importedproducts（批次清关证书），简称SCOC，一次性
第一阶段：Certificate of conformity for regulatedproducts证书（产品证书认证）
1、进口商注册SABER系统账号
2、向SABER系统输入PC证书申请信息进行PC注册申请
3、在SABER系统中选择机构
4、提交审核通过的文件至SABER系统
5、支付PC证书费用
6、颁发PC证书，证书有效期1年。
第二阶段：Shipment CoC证书（验货证书）
7、向SABER系统提交ShipmentCoC申请；
8、确认PC证书的有效性；
9、支付Shipment CoC认证费；
10、签发Shipment CoC证书，证书只针对该批次进口的货物。
