Piracy is the practice of attacking ships in order to steal from them. There is a great loss which due to the piracy. The number of the reported incident is rapidly increasing. Somali and Malacca Strait are the most vulnerable area for vessels.

Countries round Malacca Strait had tried to do something but didn't achieve the expected destination. They made a lot of agreements to form a platform facing the challenge together. These agreements included joint patrols and a communications link; but these measures had limited success, as the joint(coordinated) patrols ended up being almost as ineffective as uncoodinated(not joint, separated) patrols.

Somali, be the most notorious piracy hitting area, locates by the Gulf ofAden. Gulf of Aden is the entrance of Suez Canal in someway. Nearly 20000ships pass through the entrance every year, heading to and from the Suez Canal. Most of them had been inferred by pirates.

The geography of The Gulf of Aden is much complicated than that you can imagine. This brings much convenience and advantages for pirates. They could attack a vessel in a very short time and could be also disappear in a few minutes. The weak Authorities also added to the susceptible to attacks.

Developed countries have intention to solve the problem from improve the economy circumstance of Somali. They agree to offer some financial help, hoping for that could contribute to reduce the number of piracy. But delegates are worried about the situation there. They doubt if the authorities could deliver the donations well. So they claim that the officer should take means to guarantee the well use of the donation. But the delegate of Somali read that message as a sigh of invade. And the delegate indicated that it's impossible of anyone to interfere in internal affairs.
As we know, the Authorities of Somali have been unable to deal with the pirates due to the law less situation in Somali. So some delegates questioned the willing of authorities of Somali to defend piracy. France, UK, Russia and some other countries who were just willing to offer help claim that they will present nothing to Somali until the delegate of Somali could give out a proper explanation of his word.

美国的立场很不错。奥巴马总统日前表示过不会向索马里地区继续派兵，这个在美国代表的发言中得到了充分体现。美国希望有美国牵头组织国家股份制的雇佣兵组织，向有需求的船只提供收费护航服务。Kyodo对这项计划的可行性表示质疑。俄罗斯等国附议。

在各发达国家均表示如果Somalia当局不能积极地改善国内政治经济环境便不会提供任何经济援助的同时，芬兰对此表现出一种犹豫不决的态度。Kyodo推测，也许因为芬兰的船只深受海盗之害，所以下定决心要解决这个问题，但是Somali的态度把这个很简单的事情一下子搞复杂了，所以芬兰此时难以确定立场。Kyodo认为这是可以理解的。

Somali代表和美国代表迟到。在Kyodo推测在海盗问题上尖锐对立的两国将要缺席此次会议时，Somali和美国代表突然同时出现在会场。Somali代表到达会场后便立即发表激烈言论，声称不愿意被干涉内政，实则挑战国际社会对索马里问题的忍受极限。Kyodo认为Somali代表此番举动很有可能在DR中收获几条制裁性条款，抑或激怒了安理会。美国作为世界第一的超级大国和国际警察仅仅提出了一条不温不火的雇佣军措施。这让Kyodo不禁猜想两国代表迟到的那段时间里发生了什么。

好像我把索马里推向了世界的边缘啊。所谓“弱国无外交”，在下在代表索马里的时候着实难以决策，所以最后提只得出“将积极探索统一之路，望各国援助”的底线。同时在考虑到索马里当前对外现状时，我也不得对外过多妥协，着实两难。所以采取了一系列比较“无赖”的手段。至于我和美国代表，私下里应该还是没有什么妥协的。至于正装，额，是不是没有有效中央政府的国家官员就要穿的随意一点？额，玩笑。
