美国网上买了张唱片，因为收货地址有问题，导致投递失败而退回sender，USPS追踪显示最后的记录是7月24日到达卖家所在的城市的邮局，后面就没有信息了，发邮件卖家也没回我，也不知道他收到退回的包裹没。。。。
上USPS官网一查，显示：According to our tracking records, your package was delivered as addressed to a third-party reshipper located at the destination address of this package. Therefore, the tracking number associated with it is not eligible for further inquiry. For further assistance with this package, please contact the third-party reshipper.
包裹转交给目的地第三方转运商，这里的目的地是指在卖家发货方所在地还是买家收货方的地址？
还有这联系第三方转运商是不是只有sender才能联系上？
