请问以下新闻段落中的he feels 之后，为什麼还可接 are....
这是那种语法架构的？

我推估这句型应该是按照以下来转变, 请您帮我看看是否合理?
1. U.S. Senator Bob Casey, a Pennsylvania Democrat, talks about risks " that " are associated with the initial public offering by.... (关系代名词that 子句)
=> 2. U.S. Senator Bob Casey, a Pennsylvania Democrat, talks about risks " that he feels "(加入插入语he feels) are associated with the initial public offering by....
=> 3. U.S. Senator Bob Casey, a Pennsylvania Democrat, talks about risks he feels are associated with the initial public offering by.... (因that在第二句中当作he feels的受词, 故可省略
that, 即成最后的句型)
