刘砚平，男，汉族，1973年出生。2011年结业于清华大学美术学院。2017年，就读中国人民大学高研班。沧州市南皮人。文学爱好者，作品散见于文学网站、论坛、杂志、报刊。系文化部文化艺术人才培训中心培训部副主任，中国书画家研究会艺术培训考级中心办公室副主任，中国人民大学教育学院助理教授；系中国书画家协会理事，中国民间文艺家协会会员，姚建萍刺绣艺术馆合作画家，中国书画协会理事，河北清风书画院院长,中国科技部书画馆签约画家，香港紫荆画院画家。
自幼酷爱绘画，刻苦钻研绘画艺术。1990年，向齐大鹏、王树珩、潘清溪、杨泽等先生学习国画，书法；2011年受到国画泰斗喻继高大师的指导，拜喻老为师；2011年在清华大学，受教于霍春阳，王界山，李翔，李燕，程大利，何延喆，杨琪，刘贞麟，宋唯原，毛国典等导师。
通过自己努力探索，博采古今巨匠之长，在传统工笔花鸟领域，经过不懈的努力和创新，创作出别具一格的各种蓝底、红底、金底……系列工笔花鸟作品。其传统吉祥题材工笔鱼系列国画，尤受中外各地的收藏家、书画爱好者、企业家、领导等所喜爱.
近期，尝试传统形态与现代观念结合的艺术形式，创作具象、抽象相融合的作品。主题利用写实的手法，精细的勾勒、晕染；背景，注重色、墨的肌理效果，以水破墨，以墨破水，追求深远的意境。将豪迈、细腻、微观、震撼......完美的汇聚，并增加了作品的层次感、空间感。
