In the FotR DVD extended edition Gandalf is uttering this Black Speech verse during the Council of Elrond. The author of this text is J.R.R. Tolkien (it can be found in The Fellowship of the Ring, Book 2, Chapter II: The Council of Elrond. Black Speech text was analyzed by H. K. Fauskanger (see here). The same poem can be heard when Frodo looks at the One Ring.
