Carol-Anne Hutz is a mortal. She's the youngest daughter of Steve and Diane Hutz.
Carol-Anne has accompanied her parents to the police station.
After discovering and reporting a pair of skeletons in their house, Steve and Diane went to the town police station for interviewing, bringing along their daughter, Carol-Anne. However, the station was attacked by the Ghost Master while they were awaiting questioning in the lobby and they were all chased off.
Later on, Carol-Anne became the vessel of Hard Boiled, a poltergeist created from the combined spirits of countless birds that had been killed in a slaughterhouse that stood where the Hutz house stands today. The Ghost Master's team scared off her family and freed Hard Boiled, they turned on Carol-Anne and sent her running away along with them.

Student witch; a fairly clueless Wiccan.
Cher Medford is a mortal. She's a novice practitioner of witchcraft, along with her friends Michelle Ridgemont and Susan Spofford. The trio are also friends with Marcia Hutz; if Marcia's belief becomes high enough, she may call the three witches to help combat any supernatural occurrences.
Together with her two friends, Cher was asked to join the Kappa Lambda sorority in order to protect it from spirits after it had been attacked by the Ghost Master. The trio created a protective magic circle in the basement of the sorority house, but - because of how amateurishly the witches performed the ritual - the spirits of Firetail and Hogwash were trapped nearby.

【Detective Norman Franz】
His brusque manner belies his excellent detecting skills.
Detective Norman Franz is a mortal. On the surface, he appears to be a skilled police detective. In actuality, he's a very corrupt member of the force and is responsible for setting up Blue Murder. His corruption can be seen if Officer Andrew Haid - the cop in charge of guarding the evidence locker - leaves his post; Norman will enter the evidence room to swipe cash from a briefcase full of bundled dollar bills. This convinces Blue Murder that he's the one responsible for her death and she'll demand that he be brought to see her. Once he's close enough to her, she'll appear before him and chastise him for her death, instantly scaring him away.
